  1. In a small bowl, whisk together soy sauce, oyster sauce (if using), sugar, and 2 tbsp of chicken broth. Set aside.
  2. In a large skillet or wok, heat 1 tbsp of vegetable oil over medium-high heat. Add the chicken and cook until browned, about 5-6 minutes. Remove from the skillet and set aside.
  3. In the same skillet, add the remaining 1 tbsp of vegetable oil. Add the minced garlic and grated ginger and cook until fragrant, about 30 seconds.
  4. Add the black pepper to the skillet and cook for 1 minute, stirring constantly, until fragrant.
  5. Pour the soy sauce mixture into the skillet and bring to a simmer. Scrape the bottom of the skillet to release any browned bits.
  6. Add the chicken back to the skillet and stir to coat with the sauce. Cook for an additional 2-3 minutes, until the chicken is cooked through.
  7. Add the chicken broth and water to the skillet and stir to combine. Bring the sauce to a simmer and cook for an additional 2-3 minutes, until the sauce has thickened slightly.
  8. Taste and adjust the seasoning as needed.
  9. Garnish with chopped scallions (if using) and serve over rice or noodles.
